Trump Signs Executive Order: 10% Tariff Cut on China, Extended Reciprocal Tariff Suspension

On November 4, 2025, Eastern Time, Trump officially signed two executive orders, namely: reducing the "Fentanyl Tariff" targeting China; and extending the suspension period of certain "Reciprocal Tariffs".

Executive Order on Reducing the "Fentanyl Tariff"

Original Text of the Executive Order: The United States commits to reducing the additional ad valorem tax rate applicable under the amended Executive Order No. 14195 from 20% to 10%, effective as of 12:01 a.m. Eastern Time on November 10, 2025, for goods entering the consumer market or withdrawn from warehouses for consumption.

In other words, the Fentanyl Tariff rate will be reduced from 20% to 10%. It is worth noting that the effective date, November 10, refers to the date on which the goods arrive in the United States. The Fentanyl Tariff applies to all Chinese exports to the United States, meaning that the tariff rate on all Chinese goods exported to the United States will be reduced by 10%.

Executive Order on Extending the Truce Period of "Reciprocal Tariffs"

Original Text of the Executive Order: Suspend the implementation of the increased 24% ad valorem tariff imposed on China under the amended Executive Order No. 14257, and impose an additional 10% ad valorem tariff on Chinese goods until 12:01 a.m. Eastern Standard Time on November 10, 2026.

In other words, the truce period during which the Reciprocal Tariff rate is reduced from 34% to 10% will be extended by one year, and the 10% Reciprocal Tariff will continue to be maintained for another year. Currently, China is one of the countries subject to the lowest additional Reciprocal Tariff rates.

At present, the additional tariffs imposed by the United States on China include: Reciprocal Tariffs, Fentanyl Tariffs, Section 301 Tariffs, Section 232 Tariffs, anti-dumping duties and countervailing duties.
